The Daily Mail has claimed that the government is considering new measures which would see all prospective dog owners subjected to a ‘competence test’. With senior Ministers expected to announce a public consultation in the coming weeks, a wide range of proposals are being considered, including the competence test designed to test if pet owners can handle their dogs . The Daily Mail reports that the test would be very costly.
A number of other proposals are also being considered as part of an overhaul of dangerous dogs legislation . Compulsory microchipping is likely to be a leading proposal, after vets recommended its implementation. Pet insurance providers will be pleased to hear that it may be compulsory for animal owners to take out pet insurance for their pets, with the minimum third-party insurance designed to help the owners of any dogs which are attacked.
Critics claim that the new proposals would penalise only responsible dog owners who would abide by the guidelines, while irresponsible owners of illegal dog breeds would ignore the measures. The RSPCA has lent its support to a review of legislation.
